Federal government fiscal overview

Values are nominal MYR unless stated. 2026 figures are revised estimates and 2027 figures are Budget 2027 estimates, which exclude measures announced in the Budget speech. Nominal GDP and the GDP deflator for 2026–2027 are Ministry of Finance forecasts; % of GDP and real (2015 prices) values for those years use them.

The Ministry of Health in the federal budget

MoH OE and DE are from the Ministry of Finance's expenditure-by-sector tables (Health sector) and differ slightly from MoH's own ministry accounts (B.42 / P.42). The Malaysia National Health Accounts (MNHA) report a different MoH figure, MoH as a source of financing within the health-accounts boundary, which does not equal MoH OE + DE. Budget allocations are not actual spending. Real values are deflated with the GDP deflator (2015 = 100).

Each column is that year's allocation as tabled in its own Budget: federal OE and gross DE from the Fiscal Outlook (OE + DE is the headline budget), MoH from the ministry estimates (B.42 / P.42). The charts above use MoH expenditure from MoF's expenditure-by-sector tables, which differs slightly from the ministry estimates. Budget estimates exclude measures announced in that year's Budget speech. Federal totals also exclude the contingency reserve that MoF adds to its headline figure, so MoH's share here is slightly higher than the share MoF quotes.

International benchmarks (World Bank / WHO GHED)

WHO GHED (republished by the World Bank) reports current health expenditure (CHE), the SHA 2011 measure used by WHO and OECD: final consumption expenditure on health care goods and services (curative, rehabilitative and long-term care, ancillary services, medical goods, prevention, and governance and financing administration). The Ministry of Health's Malaysia National Health Accounts (MNHA) headline, total expenditure on health (TEH), adds health-related expenditure: capital formation of health care provider institutions, education and training of health personnel, research and development in health, and other health-related items. TEH is therefore higher than CHE (2024: RM89.8b vs RM77.9b, MNHA 2011–2024). WHO's Malaysia series may also carry an earlier MNHA edition and uses WHO's own GDP and UN population estimates.
